Changes to tender rules

The Government launched an action plan to support small businesses - those employing less than 50 people. it addresses areas, particularly public procurement, where small charities and social enterprises face similar barriers.

Key actions in the report that will benefit charities include:

  1. Pre-qualification questionnaires (PQQs) are to be abolished for low value contracts.  Standardised PQQs are to be introduced for larger contracts.
  2. Spot-check public bodies to make sure that their procurement is small business, and therefore small charity/social enterprise, friendly.
  3. New requirements for contracting authorities to report SME spend. The Government’s response to the SME procurement consultation says this will be extended to include voluntary sector spend.
